4. James Counsilman Award

This award was established to honor Doc’s many contributions to the world of swimming. The Counsilman Award recognizes life time achievement, and should be considered the highest honor bestowed upon the recipient, as chosen by the Indiana Swimming and Diving Hall of Fame Committee.

5. Hobie Billingsley Award

This award was established to honor Hobie’s many contributions to the world of diving. Hobie’s contributions to the sport of diving are innumerable, and this award was established to recognize and honor his accomplishments, as chosen by the Indiana Swimming and Diving Hall of Fame Committee.

Indiana High School Swimming and Diving Hall of Fame

Selection Criteria

I. Criteria for Selection

· Nominations may be made by any member, or former member, of the ICGSA or IHSSCA, a member of the Hall of Fame, or a member of an IHSAA Officials Association.

· Nomination shall be made, in writing or on-line, to the Hall of Fame selection committee.

· The nomination shall contain the fullest possible data concerning the records and merits of each nominee

· Testimonial letters from athletes, coaches, etc.

· Letters of recommendation

II. Categories of Induction

A. Athletes

Nominee must be a high school graduate who was a former Indiana high school swimmer or diver. He or she will become a nominee for his or her achievements during their high school career.

Automatic Selection

· A nomination form does not need to be submitted.

· A NFHS/NISCA National High School record breaker in an individual event; the record must be earned in the school category for which the student is enrolled (public or independent).

· Athletes earning three individual event championship titles before 1971, or four individual event championship titles after 1971

· Two year state championship titles in diving

Consideration - Individuals may be considered if a nomination form has been submitted, provided they have met one or more of the following:

· A nomination form must be submitted

· Mental Attitude Award Winner

· State record holder in an individual event or relay

· State record breaker in an individual event or relay

· Team athlete – one who contributes on relays or in some other capacity

· IHSSCA All America Academic Award or ICGSA Academic All-State Award winner

· NISCA All-American Swimming and Diving Award

· All-State Swimming and Diving – placing in the top four of an event

· Any accomplishment listed above to a lesser degree

B. Coaches

Nominee who will be considered for his or her merits of high school coaching achievements only.

Automatic Selection

· A nomination form does not need to be submitted

· Five IHSAA State team championships of either gender

· Ten individual or relay event champions of either gender

Consideration

· A nomination form must be submitted

· Application of accomplishment

C. Special Contributors: nominee who has contributed to interscholastic athletics other than a coach or athlete, based on their service in some capacity to the sport of swimming and diving in Indiana. All of the following are possible nominees for this category.

· Media

o Substantial contribution to the coverage of high school swimming and/or diving

o Individual award or newspaper publication award

· Official

o Years of officiating at the sectional and state level

o Substantial contribution to swimming and/or diving

· Special Nomination

o To those who have made substantial contributions, but do not meet the criteria in the previous categories

o Years of service to the sport

D. James Counsilman Special Selection Award (letter and nomination submitted to Hall of Fame Selection Committee)

E. Hobie Billingsley Special Selection Award (letter and nomination submitted to Hall of Fame Selection Committee)
